Background of the Study
International legal instruments play a crucial role in safeguarding cultural heritage, ensuring that nations preserve their historical, artistic, and cultural identities in the face of globalization. UNESCO conventions, such as the 1972 World Heritage Convention and the Convention for the Safeguarding of the Intangible Cultural Heritage, provide comprehensive frameworks that obligate states to protect and promote cultural assets (Reed, 2023). In Abuja, these conventions have influenced national policies and local initiatives aimed at preserving monuments, traditions, and community practices. The study explores how these international legal instruments are implemented within local legal systems, focusing on the mechanisms through which UNESCO standards are translated into practical heritage protection measures. It also considers the challenges of balancing development pressures with cultural preservation, particularly in rapidly urbanizing contexts. Through policy analysis, case studies, and interviews with cultural heritage experts, the research assesses both successes and limitations in the local application of UNESCO conventions. Statement of the problem
Despite the comprehensive framework offered by UNESCO conventions, cultural heritage in Abuja remains under threat due to urban development pressures, insufficient funding, and enforcement challenges. Critics argue that while international legal instruments set high preservation standards, gaps in implementation at the local level often lead to inadequate protection of cultural sites and traditions (Reed, 2023). This study investigates whether the current legal and policy mechanisms effectively safeguard cultural heritage in Abuja or if systemic weaknesses persist that require further reform and enhanced institutional capacity (Stevens, 2024).
